The humanitarian and socio-economic components' Role of the Siberian, Transbaikal and Far Eastern regions in the Eastern polygon infrastructure modernization

The Far East is one of the unique Regions of Russia, which has a number of competitive advantages: proximity to the largest market in the Asia-Pacific Region, extensive transport corridors, rich natural resources, and a clean ecological environment. But in the presence of economic advantages in the Far East, the problems of developing transport and social infrastructure are quite acute. The interaction of transport and the economy has long been the subject of scientific research. The dynamics of economic, technological and social development of the Far East Region of Russia is largely due to the development of transport systems and logistics complexes, the promotion of which is impossible without the successful solution of social problems. Today, the state policy of Russia is aimed at increasing the transport performance of Siberian Regions; its goal is to create competitive conditions for investing and doing business. However, despite significant investment, this goal has not yet been achieved. Moreover, it has faced new challenges that require systemic solutions. The complexity of the social policy of the Far East creates a large outflow of the population, which is associated with a low standard of living and social services, high prices for housing and utilities. The negative demographic situation, in turn, creates a shortage of labor, without which transport is impossible. Only qualitative measures aimed at improving key indicators of the quality of life of the population, developing economic development centers and increasing the population of the region can solve these problems.
