The article is devoted to the role and the importance of international nongovernmental organizations in the development of criminal law of the Russian Empire at the turn of the nineteenth - twentieth century. As of the second half of the nineteenth century, on the level of international community, international nongovernmental organizations had began to be created, which have contributed to the development of both international and national law, including on issues related to the criminallegal sphere. There is studied an activity of the main international nongovernmental organizations, united scientists and practitioners in the sphere of criminal law ( Institute of International Law, The Criminal Law Union (The Union of Criminalists) and The Penitentiary Congress), as well as its performance results, which had a direct impact on criminal law of the Russian Empire for specified period.
