Labor migration is a comprehensive process involving other resource components. There is a growing trend in the number of migrants. The working-age population is predominant in the overall migration flow. The coordination of stakeholders in reasonable labor force management is required. It is necessary to deal with the challenges of assessing the cultural environment, regulating the migration processes, and determining the development prospects of the regions with prevailing migration flows. These problems can be solved by the establishment of a special institution. Therefore, the International Labor Organization is to create a metaregion which is a global migration cluster. The clustering process extends to the regional and national levels. New approaches to the institutionalization of the migration process will facilitate the solution of problems in the field of labor migration and the effective labor force management.
