The role of legal science in provision of legality

The article is regarded to the moral and legal aspects of the eternal struggle between power and law, particularly in several actual issues of the state-legal reality. The legal science in this struggle as such must be the generator of law, which is opposed to the arbitrariness of power. The attitude of state bodies and its officials to the legal science displays their direction toward the adherence to law or to some illegal private interest. The breach of the regime of legality is the essence of corruption. Adherence of the officials to the legal science must be included into the standard of anti-corruption behavior of civil servants.
