Culture is fundamental for the formation of human consciousness, whose thinking and behavior are predetermined by culture, therefore it is quite logical to assert that culture as a social institution should contribute to combating crime. Culture determines the understanding of the object of opposition, since crime is an artificial phenomenon. An act is qualified as criminal precisely from the standpoint of culture, since such criteria do not exist in nature, and accordingly, the criminalization of acts occurs on the basis of cultural values. As a result, the authors come to the conclusion that it is necessary to include knowledge about culture in the sciences of the criminal cycle, as well as to introduce them into the practical activities of combating crime
