The role of S. I. Kotyurgin personality in the creation of the Omsk scientific school of administrative law

The article is devoted to the 90th birthday anniversary of the famous Russian scientist, specialist in administrative law, Associate-Professor Stanislav Ilyich Kotyurgin (1933-1997). The article presents the role of scientist S. I. Kotyurgin in the formation of the Chair of Administrative Law of the Omsk Higher Militia School of the Ministry of Internal Affairs of the USSR, in the development of administrative and legal research at the university, in the formation of the original basis of the Omsk scientific school of specialists in administrative law. Special attention is paid to the scholar's scientific ideas related to the administrative procedure, as well as the functions and role of Internal Affairs bodies in it.
