Role of a person during hydrobuilding leading factors formation on the Volga

The article considers the contribution of certain state authorities and design organizations to formation and development of major factors of hydropower engineering in the USSR on an example of the Volga hydroelectric complex cascade. The author investigates the process of development and practical implementation of large-scale plans of the Soviet political elite led by I. V. Stalin on economic exploration of the Volga river water resources.
