The role, place and characteristics of differentiated forms of pretrial production in the most economically developed western states and individual CIS states (USA, Great Britain, Germany, France, Republic of Belarus, Republic of Kazakhstan)

This article describes the experience of foreign countries on the use of the abbreviated form of investigation of criminal cases, which can be used for the development of domestic legal solutions in this area. The special interest is the experience of most economically developed Western States that have achieved the greatest success in the fight against crime, who, despite the differences in legal systems, the subject of detailed study. The analysis of reduced forms of the investigation of member countries of the Customs Union, with the aim of further integration and harmonization of legislation has caused the most relevance. The allocation characteristic of the differentiated forms in the foreign criminal process to determine the solution vector of the theoretical and practical problems faced by investigators in the domestic criminal process in the investigation of criminal cases in the reduced form and prevent its active use. In addition, it will allow forming a uniform practice of investigation of criminal cases in an abbreviated form of inquiry, to expand the response to every crime while simultaneously saving energy and money. The article considers the concept of law of provisions of relevance to the inquiry in abbreviated form, and is aimed at increasing the use of inquiry in abbreviated form, including in law enforcement activities of border authorities. Conclusions, proposals and projections made by the author based on the study results, contribute to improving the legal, the scientific basis for the use of inquiry in abbreviated form. In general, it should be noted that the scientific article is focused on the needs of authorities conducting criminal proceedings in the abbreviated form of inquiry.
