International expert communities and the human security issues in East Asia

The problem of human security in international relations gains more and more importance edging out the questions of national and state security. International expert communities, apt to work out independent forecasts and recommendations, are widely attracted as the third party in national and state disputes. Though this trend is most salient in the West, this article observes how it manifests itself in East Asia.
