Role of the ministry of interior in the management of urban public

The article reveals the role of the Ministry of Internal Affairs in the system of urban public administration in the period of urban reform in pre-revolutionary Russia in the period of the empire. In given article the author has tried to give the vision difficult, disputable and still there are not enough solved in a historiography of the problems connected with history of Great Reforms.
