Role of youth scientific and technical work in the innovative infrastructure construction

In this paper we consider correlation between youth scientific and technical work (YSTW) and efficiency of innovative infrastructure functioning. We suggest a new approach to YSTW system modeling based on emphasis of 4 general stages of youth involvement, and for each of the stages the basic functions of respective youth policy mechanisms are defined. For the purpose of coordination of the YSTW system functioning in regional scale we also suggest a concept of methodological center for development and support of youth scientific and technical work and innovative activities projects and programs. The main goal, tasks and key activity trends of such a center are described.
