The role of political and administrative elites in modernization of the Russian society: theoretical aspects

The impact of political and administrative elites on the effectiveness of modernization from the viewpoint of sociological operationalization of the political elite as a social subject has been considered. The current situation in Russia demands from the political elite identification with the values of development and relevant orientation at the development aims. Under this condition the specific character of the elite activity as a key collective actor in the process of modernization could be socially constructive.
