Role of law in the formation and development of public service ethics

The article deals with the correlation of such concepts as ethics, moral and civility, analyzes the normative acts regulating the official behavior of government employees. The author describes some problems that arise when implementing the requirements of regulations. Attention is paid to features of work with confidential information. The local acts of government bodies, which regulate this work, are listed. It is concluded, that the law is the main regulator of relations between people within the civil service system and with the outside world.
