Based on the analysis of the provisions of the Constitution of the Russian Federation, determining the political and legal status of the President of the Russian Federation as head of the state, guarantor of the Constitution, of rights and freedoms of man and citizen, as well as establishing his powers, the author comes to the conclusion that the President of Russia plays a special role in national environmental policy. This is reflected in the fact that the head of the state not only determines its main directions, but actually predetermines its efficiency through legal forms of influence on activity of institutions of public authority in the framework of realization of national environmental policy - formation and further development of environmental legislation, its status and ability to provide effective legal regulation of relations in the sphere of interaction of society and nature, consistent and strict implementation of environmental laws.
