The role of the UN security council resolutions in the improvement of anti-terrorism legislation

Introduction: the UN Security Council acts as the sources of international anti-terrorism legislation are studied in this research. The author shows the role of these sources of law within the universal legal framework of combating terrorism. Purpose: to analyse the historical evolution of the views of the UN Security Council on the problem of international terrorism within the period from the 1990s to the present; to show the trends of how the main body of the UN system reacts to terrorist attacks. Methods: the systemic study based on the essential methods applied in legal science is the methodological basis of the research. The generalisation method plays the major role while studying and evaluating the place of the acts of the UN Security Council within the global anti-terrorism field. The induction method allows for identifying the most common features of legal content of the concept of "international terrorism" that are present in the acts under study.Results: the present study shows the flexibility of the governing body of the United Nations, which defines international terrorism as a threat to peace and security only on a general (global) scale. The author believes that the main reason for not establishing an international legal definitive norm on this issue is caused by two reasons. First, the Security Council’s policy in the universal anti-terrorism sphere is traditionally strict, which is a disturbing factor for most member states. Second, there is no integral global position on the issues of providing international security. Conclusions:it is concluded that evaluation of international terrorism is evolving. As for the 1990s, politicised resolutions are evident, however, the emphasis shifts towards a clear recognition of terrorism as a crime later on, the concept of “state terrorism” disappears. Over the entire period of the fight against terrorism, the Security Council has not established a formal definition, or given theoretical clarifications of this issue.
