The role of the Russian State in functioning of the education system as a socio-cultural phenomenon

Modern domestic education is a socio-cultural phenomenon, the formation of which is influenced by the dialogue of cultures through the transformation of traditions, innovations, ideas, values. The social institution of the state is called upon to regulate the process of development of the education system by performing a number of functions. The article considers the main ones aimed at the harmonious development of the educational system as one of the conditions of social stability, such as the formation of a developed creative environment, support for the subjects of individual creativity in the education system; promoting the preservation of traditional components of educational systems; protecting the national and original color of the language. Moreover, it includes creating conditions for maximum involvement of the population in the education system and culture as a whole; promoting the functioning of regional educational systems; ensuring the modernization of the education system and introducing innovations into it and achieving other state goals with the help of regulatory mechanisms of the education system. It is noted that for the qualitative development of education as a socio-cultural phenomenon, the state must comply with the principle of consistency in the implementation of the presented regulatory functions
