The role of the manager in the personnel management system

The article considers the essence of the role of the head in the personnel management system of modern organizations. The authors trace the relationship between the levels of personnel management and changes in the role of the head, namely, for the operational, tactical and strategic level of management of the organization. As part of the management change, an attempt is made to identify the increasingly complex functionality of human resources management, personnel management and human resources management. The roles of the supervisor-controller, the organizer-manager and the coordinator-manager are defined.
