The role of legislation on strategic planning in public policy

With the adoption of the Federal law «On strategic planning in the Russian Federation» a new complex legal institution started its development. This is the first attempt in the Russian history to implement so complex theoretical structures in real public policy and public administration. This reflects the presence of a certain political demand for the institutionalization of the activity on strategic management. However, only the legal consolidation of the procedures of strategic management is not sufficient to implement the workable system in the framework of real political and administrative processes. To address strategic challenges and objectives, new institutions must supplement this system.
