The role of zemstvo financing in the development of the charities of the Simbirsk province in the second half of 19th - early 20th centuries

The financial policy of Zemstvo institutions in the process of organization and development of charity in the province of Simbirsk in the second half of 19 th - early 20 th centuries is analyzed in this article. The author examines the level of the development of the system of charitable institutions, particularly on the eve of the Zemstvo reform in 1864. The author analyzes the operation of the order of public charity, its structure, principles, and methods of funding charities. The author also discusses the main sources of the capital formation of Zemstvo, directed to the support of social institutions. The article demonstrates the main areas of charitable activity of the Zemstvo, notes the significance of Zemstvo funding organizations to assist indigents in the Simbirsk province during the studied period.
