Is Russia a social state?

The article investigates the problem of formation and development of Russia as a social state. The author considers structure, features, elements, principles, objectives and activities of the social welfare state. The undertaken study concludes that for the moment Russia is not exactly a social welfare state either in legal or in social terms. But Russia is on the way to become one.
