Russian Migration Policy: The Search for a Compromise Between Economic Development and Security

The article analyzes the development of migration policy in modern Russia. Based on the results of the analysis, problems of organizational and legal regulation have been identified that require resolution in matters of socio-economic development, respect for human rights and the rule of law. At the same time, migration processes in modern Russia are largely negative, resulting from a complex of socio-economic and political factors that require urgent measures to develop a long-term government program aimed at stabilizing migration flows and their control. The authors propose the development of a state migration strategy program that will address issues related to countering illegal migration and the formation of strict quotas for the constituent entities of the Russian Federation. At the same time, it is necessary to collect biometric data from foreigners entering Russia in order to monitor and take prompt measures to prevent the creation of migrant enclaves and to form their values for accepting the cultural traditions of Russian society, creating conditions under the control of the host country for involvement in the public life of our state. The study makes proposals on the development of a migration policy strategy in the Russian Federation, which defines the development of state policy in the field of population migration and the resolution of problems arising in state and municipal administration, as well as the procedure for monitoring and using existing potential.
