Russian Reference Model of Policy in the Information and Telecommunications Sphere as a Component of the BRICS Symbiotic Strategy

In the context of increasing geopolitical competition and fragmentation of the global digital order, the task of strengthening collective digital sovereignty is becoming critical for the BRICS unification. The article is devoted to solving the scientific problem of determining the adaptive potential of the Russian reference model of policy in the information and telecommunications sphere (ITCS) for the formation of collective digital sovereignty of BRICS. Based on a three-level analytical complex, including elements of the spheral, domain and vector ap-proaches, the formation and practical implementation of Russian policy in the ITCS is investigated. The work ana-lyzes in detail the strengths of the Russian experience, in particular in the field of building an information security system and developing e-government platforms, and proposes mechanisms for their synergistic combination with the unique competencies of the key BRICS countries. It is substantiated that the value of the Russian experience lies not in its universality, but in the possibility of its purposeful adaptation as one of the elements of flexible symbiotic interaction, aimed at increasing the collective digital sovereignty of the association.
