The Russian project of Armenian reforms in the Ottoman empire before the First World War

At the turn of 19th - 20th century, the struggle of the Armenian population of the Ottoman Empire to ensure their right to life and development was intensified. Among all the European powers, only Russia tried to provide concrete assistance to Armenians and proposed an acceptable option of reforms to solve the Armenian question. Unfortunately, the World War I prevented from its realization.
