Problems of property relations always remain in the focus of attention of land matters from the item of a task solution of increase in food production which is ensured by effective land-use and developing of all forms of managing. One of forms of leasehold estate is leasing of farmlands. In many foreign countries land leasing is the primary form of leasehold estate. This is because of high initial cost of land at its acquisition in a private property that does not allow the leaseholder to be competitive in goods market. Even though the leaseholder is not an absolute owner, he has the right to use the land leased by him directly. In this paper problem organizational-economic aspects of formation and development of the farmlands leasing market, one of the major controlling instruments of land matters are observed. The special attention is given to a role of land leasing in formation of effective system in a sphere of agricultural land-use.
