Primary housing market of standard-class in municipalities: current state and development prospects

The article examines the current state and development directions of the standard-class primary housing market in Russian municipalities. Based on statistical data analysis and expert assessments, key barriers and growth factors in this segment are identified. Particular attention is paid to digital tools, the institutional environment, and consumer expectations. Proposals for stabilizing and modernizing housing policy at the local level are formulated.
