Public procurement market: competition, efficiency and goal setting

The process of filling the meaning of the concept of «competitiveness» ofpublic procurement beganin 1994. The modern form of federal legislation in the field under study took shape with the adoption of twofundamental normative legal acts: Federal Law № 44-FZ dated April 05, 2013 «On the Contract System in theField of Procurement of Goods, Works and Services for State and Municipal Needs» and Federal Law № 223-FZ dated July 18, 2011 «On Procurement of Goods, Works and Services by Certain Types of Legal Entities».However, the principles laid down for the construction and functioning of the state order system have ceased tomeet the new requirements. Modern challenges and threats to economic security require the transfer of efforts tothe plane of ensuring the effectiveness of the analyzed system. In the conditions of the special military operation,there is a departure from the previously established priorities in terms ofeconomy and competition in the directionof goal-setting. However, they should not be completely forgotten, since their economic and practical essence isimportant for the balanced development of the country. The article analyzes the conceptual model of the interdependence of the most significant indicators that influence the system of state order.
