Рынок закупок по 223-ФЗ и его перспективы в контексте внедрения цифрового рубля

Регулируемые закупки, то есть закупки по 44-ФЗ и 223-ФЗ, играют очень важную роль в отечественной экономике. С одной стороны, они обеспечивают потребности государственных учреждений. С другой стороны, в число субъектов регулируемых закупок входит большое количество организаций, занимающих ключевые позиции во многих отраслях экономики. В статье рассмотрены структура и особенности рынка закупок, осуществляемых в соответствии с законом 223-ФЗ. Разработана классификация способов закупок и рассмотрена специфика их применения. Выявлено, что в среднесрочной перспективе внедрение цифрового рубля окажет сильное влияние на дальнейшее развитие рынка регулируемых закупок, в том числе по 223-ФЗ. Кроме того, по всей вероятности именно регулируемые закупки станут одной из основных сфер применения цифрового рубля. Выполнен анализ возможностей, которые предоставляет цифровой рубль применительно к регулируемым закупкам. Также рассмотрены сопряженные с данной технологией риски информационной безопасности, и предложены пути их минимизации.

The procurement market under 223-FZ and its prospects in the context of the introduction of the digital ruble
Regulated procurement, that is, procurement under 44-FZ and 223-FZ, plays a very important role in the domestic economy. Firstly, they meet the needs of government institutions. Secondly, the entities subject to regulated procurement include a large number of organizations that hold key positions across many sectors of the economy. The article examines the structure and characteristics of the 223-FZ procurement market. A classification of procurement methods was developed, and the specifics of their application were examined. It has been determined that, in the medium term, the introduction of the digital ruble will have a significant impact on the further development of the regulated procurement market, including procurement under 223-FZ. Moreover, it is highly likely that regulated procurement will become one of the primary areas of application for the digital ruble. An analysis of the opportunities that the digital ruble offers in the context of regulated procurement was conducted. The information security risks associated with that technology were also examined, and ways to minimize them were proposed.
