The most serious political campaign: historical experience of organization and conduct of election campaigns in the Kursk province in the late 1920's

The historical context of election campaigns in the Soviet Union in the 1920-s is consonant to the current situation of reconstruction of the genuine democracy in the election process. The problem of shadow electoral technologies, misuse of the administrative resources are still extremely relevant and often determine the growth of conflict in the modern Russian society. The reorganization of the electoral system on the authentic democratic basis is impossible without taking into account the experience of organization of the elected authorities, establishment of association with the history of the electoral system in the Soviet state.
