The purpose of the article is to invite to discuss suggestions on reforming Russian higher education and removing mandatory requirements that have become excessive in the context of the imposed sanctions. The article examines issues of replacing Bachelor and Master’s programs with Specialist degree programs, withdrawing postgraduate training programs from the system of higher education, introducing a standard curriculum that allows students to get several qualifications during their studies and transfer from one educational program to another one after two years of studies without losing a year, quitting publishing research results in international citation databases, and enhancing national information and analytical systems to analyze the publication activity and citation of scientific publications. The author of the article draws a conclusion that it is necessary to reconsider the accumulated experience, carry out an extensive analysis of the current state of affairs, and assess the measures taken to resolve the accumulated problems, including organizational and managerial ones, that hinder the development of the national higher school.
