Sanction barriers in international scientific and technical cooperation: theoretical aspect

This article is devoted to the analysis of barriers and restrictions of international scientific and technical cooperation, which have a sanctions nature. The authors have identified sanctions barriers of a geopolitical character. The approach is substantiated according to which sanctions barriers act as means of inter-state competitive, including political struggle, which significantly complicates the realization of the possibility of achieving the humanistic goals of modern scientific and technological progress, as well as achieving the goal of transition to sustainable development. The sanctions barriers are concretized as a serious challenge, the response to which involves the development and implementation of a proactive state scientific and technological policy.
