Approximation of the administrative tort process with the criminal one as an example of failed convergence

The convergence of procedural law requires the definition of all procedural branches capable to it. It is also essential to determine the best way to regulate universal procedural institutions from among the different branches of law. The article notes that modern proceedings for administrative offences have a number of similarities to criminal proceedings. However, further approximation of the administrative -jurisdictional process to the criminal one is undesirable; because it can lead to excessive severity of its law-restrictive properties (it concerns the first one).
