This paper proposes a scenario of flare evolution based on superposition of elementary energy release events during weak and strong solar events. The scenario was proposed as interpretation of experimental data from the “Interbol”, GOES and RHESSI satellites. We studied weak solar events (the X-ray intensity is less than 10 -8 W/m 2, the total energy release is 10 25 erg) and described their characteristics. A new generation mechanism of these events was proposed. We also studied strong X-class flares and found discrete minute impulses in their hard X-ray component. Taking account of interaction between weak and strong solar events, we formulated a hypothesis about the common flare mechanism.
