The rapid differentiation of the information space and intensification of attempts to redistribute power and influence increase the risks of conflicting relationships between the social and political forces. However, the phenomenon of network communication goes beyond technical descriptions in quantitative terms as multiple increase of information flows, speeding up of the pace of movement, etc. This new reality immanently develops a new quality of mediation, which objectively and inevitably contributes to the promotion of the contradictory but productive process of new meaning formation. The article substantiates the thesis that the media-based mechanisms of network communication can restrain the risks of chaotic expansion and contain the essential potential of civic self-organization and evolutionary renewal of the principles of social and political relations.
