SCO: long-range outlook

Since the PCR was established in 1949, relations in the triangle «USA - USSR/Russia - China» has had the great impact on the international relations system in general. After the collapse of the Soviet Union the relations between Russia and China have transformed from the sharp confrontation in the Soviet era to the warm friendship nowadays and became a substantial factor in world policy. The Russian and Chinese ties stood out against the background of some sensitive political problems in Russian-American and Chinese-American relations by the end of George W. Bush Administration. However, President B. Obama Administration has changed that course from sharpening and escalation of the negative bi-lateral political relationship to pliable pragmatic collaboration with Russia and China.
