The article shows the goals of Berlin's foreign policy in the 1860s in its struggle for the creation of the German Empire, where Bismarck sought to establish Berlin control over the German-speaking areas of Europe and unite the German states under Prussia. The first victims of Berlin's foreign policy were Schleswig and Holstein. In 1864, the Prussian army, together with the Austrian troops, entered the territory of Denmark. After a successful military victory over Denmark, Prussia and Austria establish their protectorate over Schleswig and Holstein.
