The results of the reform of the municipal administration system in Russia indicate that the key objectives of the reforms have not been achieved. There is no doubt that it is only possible to develop an effective system of administration through the lens of historical experience. In this article, the author examines the issues of reforming the system of local administration in the territory of the provincial Simbirsk during the period of revolutionary transformations. The article demonstrates the stable position of city government at the beginning of the XX century, which in a few years became very mature in political terms, local government bodies, and were subsequently eliminated. Nevertheless, the Simbirsk City Duma during the hard times demonstrated a firm position on the further development of the city and its administration. The research is based not only on legal sources, but also on reviews of the practical activities of local government bodies that they have at their disposal. The history of the local city government is of great interest, both theoretical and practical. It is particularly important with consideration to the current problems of further development of local government.
