The system of forming the quality of programs and projects in the public administration sector

The article proposes theoretical and methodological foundations for the formation of the quality of programs and projects in the public administration sector, including the principles of Total Quality Management in relation to programs and projects. Based on a systematic and process approach, considering the Deming cycle (PDCA), the authors have developed a Model of the system of forming the quality ofprograms and projects in the public administration sector. The directions of improvement and assurance quality ofprograms and projects in the public administration sector are identified.
