Solid municipal waste management system and its financing mechanism in Russia: conditions and directions of development

The article examines the concept of the solid waste management system in the world practice as a basis for reforming the municipal solid waste (MSW) management system in Russia. The analysis has revealed the need for a systematic rather than a point approach to reforming the existing technological infrastructure of MSW treatment system in Russia, which will require additional funding and the development of financial instruments and economic levers applied.
