The article argues the improvement of governance through the application of risk-based approach. The article focuses on the essence and significance of the risk assessment of financial transactions in the public sector as an element of the assessment of threat to national security, prerequisites for the construction of the national risk assessment system, requirements of international standards in this field, common terms and classification foreseen by international standards.
