The article is devoted to the organizational structure of the party-political bodies of the Red Army: the institution of members of military councils and military commissars, political and party bodies at all levels; the regulatory framework for their activities. The authors give a brief summary and description of a unique political document from the Civil War period, “The Red Army Soldier’s Book”. They characterize the main regulatory and legal framework for political, educational and cultural work in the Red Army units. The authors conclude that, ultimately, the system of party-political work in the Red Army units created during the Civil war ensured its combat effectiveness and led to victory.
