System of training skilled workers: points of growth

The article discusses certain aspects of the problem of training workers for the priority areas of the Russian economy, including the regional level, through the prism of the National system of professional qualifi cations. It is emphasized that the transition to the practical use of the National system of professional qualifi cations (the development and application of professional standards, independent assessment of professional qualifi cations, professional and public accreditation of professional educational programs, the using of professional standards in personnel management, etc.) makes the necessary to coordinate the activities of the National Council under the President of the Russian Federation, councils for professional qualifi cations, National Agency for Development qualifi cations with government, employers, the expert and educational community in the constituent entities of the Russian Federation, directly with the heads of educational institutions of secondary vocational education.Particular attention is paid to the entry of the Chelyabinsk region into the pilot projects of the National Council under the President of the Russian Federation on professional qualifi cations, which are organizationally and methodically implemented by the National Agency for Professional Qualifi cations, the Base Center for Training, Retraining and Advanced Training of Workers. The competition project “Best Practices for Training Workers: From Career Guidance to Employment”, a project for the development and implementation of professional standards and the evolution of FGOS SPO, an independent assessment of the qualifi cations of graduates of educational programs of SPO and a combination of state fi nal certifi cation with an independent assessment of qualifi cations of graduates of SPO are among them. The positive and negative sides of the region’s participation in these projects are considered, specifi c examples of participation of educational institutions of secondary vocational education in them are given.
