The article examines the system of regional development and the role of systemically important enterprises in the development of the region. The aim of the study is to develop a system model of regional development taking into account the designated enterprises. The main gaps in the theory of regional development are identified: the lack of a single model of regional development, as well as the lack of consideration of current changes, challenges and risks. Based on the analysis of ten constituent entities of the Russian Federation, as well as significant economic sectors of agriculture, mining and industrial production, the systemic importance of industries and enterprises in the regions is determined. The main models of regional development are identified: agrarian and industrial, raw materials, production, mixed. It is revealed that the most significant challenges in the system of regional development are: lack of competition in certain industries, asymmetry of state support, lack of a systemic model of regional development in national and regional economic development projects. It is concluded that the system of regional development is a complex mechanism of interaction between enterprises, as well as the impact of the state on achieving maximum results of regional development.
