System of social regulation of the quality of services in the sphere of population health

The article considers the problem of social regulation of the quality of services in the field of public health improvement. The object of study is the activity of sanatoriums in terms of spa treatment. The classification of service quality regulators is given. The stages of penetration of quality standards into the activities of sanatoriums are described in detail. The role of geographical, historical and demographic factors in terms of forming the nature of social regulation is determined. A comparative analysis of current regulations in the spa industry of the Republic of Belarus and the Russian Federationis carried out. Based on the comparative analysis, the dependence of the formation of formal regulation of the quality of services in the field of public health improvement on the specifics of ownership of health organizations and the state structure of the sovereign territory in which the organizations operate is emphasized. The historical prerequisites for the development of social regulation of the quality of servicesin the field of public health improvement are considered. The system of social regulation is based on the interval model of the quality of spa services. An approximate map of service quality is provided, which is proposed to be used as a basis for conducting sociological studies of spa services. A risk map for assessing the quality of services in the field of public health improvement is proposed. The composition of the system of social regulation of the quality of services in the field of public health is presented.
