The professional development of state civil servants in the Russian Federation today is an issue considered by many experts. The specifics of the management system for this development creates the prerequisites for improving the civil service in general. At the moment, the challenges of political and economic competition form the aggregate paradigm of intensification of the common human factor, which directly includes some changes in the development strategy for the staff of public civil servants. Under existing conditions, the most priority vector of development of the state personnel policy is reflected in professional improvement and increase in the capacity of state civil servants.
