Systematization of ethic rules of conduct for civil servants in Russian and internarional law

The article «Systematization of Ethic Rules of Conduct for Civil Servants in Russian and International Law» is devoted to systematization of ethic legal regulations for civil servants under Russian and International law. Authors analyze important international acts provided by United Nations Organization and Council of Europe for example United Nations Convention against Corruption, International Code of Conduct for Public Officials, Statute of the Council of Europe, Convention for the Protection of Human Rights and Fundamental Freedoms, Criminal Law Convention on Corruption, Civil Law Convention on Corruption, Resolution (97) 24 of the Committee of Ministers on the twenty guiding principles for the fight against corruption, Recommendation No. R (2000) 6 of the Committee of Ministers to Member states on the status of public officials in Europe, Recommendation No. R (2000) 10 of the Committee of Ministers to Member states on the on codes of conduct for public officials. In the Russian Federation a number of laws and other normative acts, which include anticorruption elements for civil service, have been adopted in recent years, among them the Decree of the President On general principles of the civil servants' conduct (No. 885 of 12.08.2002), the Law On the public civil service (No. 79 of 27.07.2004), the Law against corruption (No. 273 of 25.12.2008) and others. In the article authors describe process of emerging new source of ethic legal regulation in Russia - Codes of ethics and conduct for civil servants. Russian Codes of ethics and conduct for civil servants (as well as International Code of Conduct for Public Officials, Recommendation No. R (2000) 10 of the Committee of Ministers to Member states on the on codes of conduct for public officials) contain rules, concerning general principles of conduct for civil servants, conflict of interests, acceptance of gifts or other favours, confidential information, political activity. Despite it is insisted that abovementioned Codes should be improved in compliance with international acts. Recommendations for such improvement are suggested.
