System and political basis of Russia's activity in the arctic zone

The article on the example of the Russian Arctic project proves the idea of a systematic and political approach to the development and implementation of large-scale projects of national importance, which are carried out in extreme climatic and socio-economic conditions. The author emphasizes the importance of institutionalization of such management and gives the data of an expert survey and regional management practice on the example of the Arkhangelsk Region.
