System analysis of the current state and prospects for the development of housing construction in the regions of the Russian Federation

The article presents a systematic analysis of the current state and prospects for the development of housing construction in the regions of the Russian Federation. The considered national project of the federal scale “Housing and the Urban Environment”, which is one of the directions for the development of a comfortable environment for life and includes federal projects: “Mortgage”, “Housing”, “Formation of a comfortable urban environment”, “Ensuring a sustainable reduction of “Housing stock”. The development of housing construction in the Russian Federation and in its regions at this stage to a greater extent predetermines the national project “Housing and Urban Environment”. A significant complication in the implementation of the Housing and Urban Environment national project was revealed in connection with the coronavirus pandemic and the revision of the target indicators towards their reduction. The dynamics of the volumes of commissioning of apartment buildings and residential buildings is presented, and the regions are leaders and outsiders in terms of housing construction in the Russian Federation. The level of well-being of the population has a significant impact on the rate of housing construction, as well as in some regions the growth and outflow of the population. An assessment is given to the project financing mechanism using escrow accounts within the framework of the equity construction reform. Mortgages are considered as a nomadic element of improving the living conditions of citizens, the need for special attention to this banking instrument is affirmed in connection with the growth of inflation, an increase in the refinancing rate and a decrease in real incomes of the population.
