System approach to the analysis of public services quality management

The article deals with the quality management system of public services. The process of providing quality public services is analyzed. The problems constraining introduction of quality management system in the state organizations are revealed, the main directions of improvement of quality and availability of the state and municipal services at the present stage are characterized.
