The article compares the systems of territorial local self-government in Russia and Germany. The legal nature of territorial public self-government (TPS) in Russia is considered. A comparative legal analysis of the legislative differences between territorial public self-government in Russia and its analogues in Germany is carried out. A comparison of civic associations (Bürgerverein) and civic initiatives (Bürgerinitiative) is carried out. Similarities and differences between district associations (Stadtteilverein) and quarter management teams in Germany (Quartiersmanagement) are shown.
