The article examines the political and intellectual biography of Sir Robert Peel, one of the founders of modern conservatism and the Conservative Party of Great Britain. The second part of the article deals with the key aspects of the political career of R. Peel from 1829, when he took an active part in resolving the political crisis associated with the emancipation of Catholics, until the fall of his second cabinet in 1846. The article also examines the activities of R. Peel during the parliamentary reform of 1832 and his efforts to create a conservative party during the Tory opposition in 1830-1834. Particular attention is paid to his political views and the process of shaping the political platform that would later become the basis for the strategy of conservative reformism. It has been pointed out that Peel's conservatism combines respect for pre-existing rights and freedoms with the removal of legitimate grievances. In conclusion, Pihl's activities have been evaluated by both contemporaries and historians.
